One of the essential strategic questions in leading a ministry involves asking, “Who is God calling us to reach?”

Pastors, of course, are tempted to respond with “everyone,” but the truth is that you cannot reach everyone simultaneously with the same strategy, the same plan, or the same activities. Consequently, we’ve got to acknowledge that God has placed within each of us a particular burden for a particular group of people.
